Anno di prova dirigenti scolastici
Una volta superata la procedura concorsuale, disciplinata dal nuovo Regolamento del Ministero dell’Istruzione, i dirigenti scolastici sono assunti in ruolo e devono svolgere un anno di formazione e prova per essere confermati nella loro posizione.
Il concorso per diventare dirigente scolastico si terrà ogni tre anni e sarà organizzato su base regionale.
Esso sarà composto da:
- un’eventuale prova preselettiva, che si effettuerà se il numero dei candidati sarà superiore di quattro volte al numero dei posti messi a bando;
- una prova scritta;
- una prova orale;
- la valutazione dei titoli.
La Graduatoria di merito verrà stilata sommando i voti ottenuti nella prova scritta, nella prova orale e nella valutazione dei titoli. La prova preselettiva, se necessaria, non verrà conteggiata ai fini della valutazione finale.
Dopo l’assunzione, i dirigenti scolastici dovranno completare un periodo di formazione e prova per essere confermati nella loro posizione.
Inoltre, dovranno rimanere nella regione di assegnazione per un periodo di almeno tre anni, come previsto dalla normativa vigente.
Anno di formazione e prova dirigenti scolastici, le direttive del Ministero
Le Linee operative per la formazione e la valutazione dei dirigenti scolastici neoassunti per l’anno 2022-2023 sono state pubblicate dal Ministero dell’Istruzione e del Merito.
Il periodo di formazione e prova dura un anno scolastico e richiede almeno sei mesi di servizio effettivo.
Gli Uffici Scolastici Regionali offrono due tipi di percorsi: un’attività di accompagnamento della durata di 25 ore e un’attività di formazione della durata di 50 ore.
La documentazione relativa al periodo di prova viene gestita tramite il servizio “Cartella Ds in anno di formazione e prova“.
Alcuni dirigenti scolastici saranno scelti come tutor e seguiranno i neoimmessi in ruolo. Alla fine dell’anno di prova, i dirigenti tutor redigeranno una relazione basata sulle attività svolte e la valutazione finale sarà effettuata dal direttore generale dell’USR per la conferma in ruolo.
Anno di formazione e prova per i dirigenti scolastici neommessi in ruolo
Per ottenere la conferma in ruolo, i dirigenti scolastici sono soggetti a un periodo di formazione e prova in conformità con le norme e il Contratto Collettivo Nazionale di Lavoro.
Il nuovo regolamento stabilisce che il periodo di formazione e prova per i dirigenti scolastici:
- ha una durata di un anno scolastico, durante il quale deve essere prestato almeno sei mesi di servizio effettivo (il periodo di malattia e altri casi di sospensione previsti dalla legge o dal Contratto Collettivo Nazionale di Lavoro non sono conteggiati);
- non può essere rinnovato o prorogato alla scadenza, tranne che nei casi di sospensione menzionati sopra;
- è finalizzato allo sviluppo, consolidamento e verifica delle competenze professionali del dirigente scolastico, acquisite durante l’attività svolta presso la scuola assegnata;
- prevede che ogni dirigente neoassunto abbia un tutor durante il periodo di formazione;
- include un’attività formativa della durata minima di 50 ore;
- prevede che il dirigente tutor preposto all’USR svolga attività di accompagnamento, tutoraggio e consulenza professionale della durata di 25 ore;
- si conclude con una valutazione finale eseguita dal dirigente tutor preposto all’USR, che determina la conferma o meno in ruolo del dirigente scolastico.
Le attività formative previste:
- sono organizzate dagli Uffici Scolastici Regionali (USR);
- durano complessivamente 50 ore;
- hanno lo scopo di arricchire le competenze professionali e culturali legate alla funzione del dirigente scolastico;
- possono comprendere incontri formativi, seminari, laboratori operativi basati sullo studio di casi, la condivisione di problematiche professionali e di buone pratiche, la risoluzione di problemi;
- possono essere integrate da moduli di formazione online.
Azioni di accompagnamento
Le attività di accompagnamento, tutoraggio e consulenza professionale sono sviluppate con la collaborazione dei dirigenti scolastici tutor, allo scopo di sostenere i neoassunti nella loro attività professionale.
Queste attività, come indicato precedentemente, sono organizzate dagli Uffici Scolastici Regionali e:
- sono integrate con il periodo di formazione;
- hanno una durata totale di 25 ore;
- sono programmate tenendo conto delle scadenze operative, in modo che il loro contributo sia concretamente utile all’azione dei neoassunti.
Il dirigente scolastico tutor
Il tutor dei dirigenti scolastici neoassunti:
- viene nominato dall’USR;
- può seguire fino a tre neoassunti contemporaneamente (un tutor per un massimo di tre neoassunti);
- fornisce azioni di accompagnamento, tutoraggio e consulenza professionale;
- collabora per migliorare la qualità e l’efficacia dell’azione dirigenziale attraverso ogni forma utile di ascolto e consulenza;
- visita almeno due volte la scuola di titolarità dei neoassunti durante il periodo di formazione e prova;
- redige e invia all’USR una relazione dettagliata sul dirigente neoassunto entro il mese di giugno, che include un parere sulla sua conferma in ruolo;
- riceve un compenso economico dalle risorse allocate per la formazione iniziale dei dirigenti scolastici;
- riceve un’attestazione dell’attività svolta che fa parte del suo curriculum professionale.
Successivo decreto ministeriale
Un decreto ministeriale specifico successivo avrà il compito di definire le seguenti attività per il periodo di formazione e prova dei dirigenti scolastici neolaureati:
- Modalità logistiche, organizzazione e contenuti didattici generici delle attività formative (50 ore)
- Attività di supporto (25 ore)
- Criteri e modalità per la nomina dei tutor
- Procedure per la documentazione del periodo di formazione e prova da parte del dirigente scolastico neolaureato
- Compiti e obblighi del Ministero, degli USR e dei tutor
- Possibili forme di collaborazione con università e altri enti istituzionali per le attività formative
Finalità dell’anno di formazione e prova per i dirigenti scolastici
Il periodo di formazione e prova ha lo scopo di verificare la competenza professionale del dirigente scolastico in diversi ambiti:
- Gestione e organizzazione, valutando la capacità di svolgere le attività gestionali connesse alla posizione di dirigente scolastico e alle procedure previste dalla normativa vigente, nonché la gestione corretta delle risorse economiche, finanziarie e strumentali.
- Sviluppo e valorizzazione delle risorse umane, nella gestione e conduzione dei gruppi e nella risoluzione dei conflitti, valutando la capacità di promuovere, gestire e valorizzare le risorse umane a disposizione. Con particolare riferimento all’organizzazione del lavoro, alla formazione in servizio del personale e alla gestione delle funzioni dirigenziali relative al periodo di formazione e di prova del personale neoassunto o in tirocinio, nonché la corretta esecuzione dell’eventuale azione disciplinare.
- Relazioni con la comunità scolastica, il territorio e i referenti istituzionali, valutando la capacità di gestire gli organi collegiali, le relazioni sindacali, il lavoro di rete e i rapporti tra scuola, famiglie, comunità, territorio e istituzioni di riferimento.
- Analisi della realtà scolastica di assegnazione e progettazione di iniziative volte al suo miglioramento, valutando la capacità di analizzare il contesto, le esigenze e le aspettative della comunità educante, a partire dal rapporto di autovalutazione e dal PTOF, la capacità di sviluppo del piano di miglioramento e delle azioni di rendicontazione sociale.
Valutazione dell’anno di formazione e prova per i dirigenti scolastici
La valutazione dei dirigenti scolastici neoassunti durante l’anno di formazione e prova è di competenza del dirigente tutor delegato all’USR.
Tale dirigente:
- potrà avvalersi dei dirigenti tecnico e dei dirigenti amministrativi, per quanto riguarda le aree funzionali dedicate alla dirigenza scolastica e, in subordine, di dirigenti scolastici di esperienza comprovata e specifica professionalità;
- potrà disporre, in qualsiasi momento, se dovesse rivelarsi necessario, di interventi si ispezione finalizzati alla verifica dell’andamento del servizio svolto dai dirigenti neoassunti e di accertarne eventuali responsabilità;
- riceve la relazione predisposta dal tutor che sarà inviata entro il mese di giugno;
- valuterà il neoassunto basandosi sulla succitata relazione del tutor ed eventuali ulteriori elementi conoscitivi;
- emetterà il giudizio relativo al superamento del periodo di prova e formazione.
Bisogna precisare che il dirigente selezionato dall’USR:
- nel caso di giudizio favorevole sul neoassunto, dovrà emettere motivato provvedimento di conferma in ruolo;
- nel caso di giudizio sfavorevole, dovrà emettere motivato provvedimento di mancato superamento del periodo di prova e formazione, inoltre provvederà alla risoluzione del contratto e ad avviare la procedura per la ricollocazione nel ruolo di provenienza.
